Is there a stat requirement or some other requirement to get this item?I have purified Cira but I have not been able to get this item.
Looks like you cannot drink with cira, then you’ll meet her in a burning town.
If you purify her there, you should get the horn.

I got it.The route is:Save Cira>do not drink with her>go to burning town>choose stop Cira>hug her>cleanse her(holiness+2 and spellcasting +2 is minimum requirement)>choose option do as you wish
